Les Parsons has built a distinguished career spanning both law enforcement and the legal profession, marked by progressive leadership roles, specialized expertise, and a strong commitment to public service.



Law Enforcement Career


California Law Enforcement Service:


Chief Parsons served in a wide range of assignments, including police officer, corporal, detective, and member of the Community Policing Bureau. Throughout his career, he took on numerous specialized and leadership roles, including:

  • Police Explorer Advisor

  • Field Training Officer

  • Terrorism Liaison Officer

  • Emergency Communications Coordinator

  • CERT (Community Emergency Response Team) Instructor


He also contributed extensively to training and education, teaching youth programs in local schools and serving as an instructor at the police academy.


Chief Parsons developed significant technical expertise as a:

  • Traffic Collision Investigator

  • Firearms Instructor, Armorer, and Rangemaster

He holds multiple instructor certifications, including firearms, simunitions, active shooter response, and less-lethal munitions.


Colonial Beach Police Department (Since 2014):


After relocating to Virginia, Chief Parsons graduated from the Rappahannock Regional Criminal Justice Academy and continued his law enforcement career with the Colonial Beach Police Department.

His service includes roles as:

  • Police Officer

  • Field Training Officer

  • Sergeant

  • Lieutenant overseeing the Patrol Division


He served as Interim Chief of Police from November 2023 to March 2024 and was officially appointed Chief of Police in March 2024.


In addition to his leadership responsibilities, he serves as:

  • General Instructor

  • First Aid/CPR Instructor

  • Report Writing Instructor

  • Firearms Instructor, Rangemaster, and Armorer


Education and Legal Career


Education:

  • Bachelor of Science in Political Science with a Certificate in International Relations – University of Utah

  • Juris Doctor – University of Puget Sound School of Law (now Seattle University School of Law)


Legal Experience:


Chief Parsons passed the Washington State Bar and practiced law in both public and private sectors before transitioning fully into law enforcement.


Advanced Training and Leadership Development


Chief Parsons has completed extensive executive-level training, including programs through the FBI Law Enforcement Executive Development Association (LEEDA), where he earned the prestigious Trilogy Award.
