As we welcome March, our community begins to feel the first signs of spring and the renewed energy that comes with it. This time of year often brings a sense of momentum, and across the Town we are focused on maintaining reliable services, advancing priority projects, and preparing for the busy months ahead.
Staff continue to make steady progress on infrastructure and environmental initiatives, including ongoing wastewater system improvements and capital projects that support long-term sustainability and regulatory compliance. At the same time, we are coordinating seasonal maintenance, beautification efforts, and event planning to ensure our public spaces remain safe, welcoming, and ready for residents and visitors alike.
March also provides an opportunity to recognize the dedication of our employees, volunteers, and community partners whose daily efforts help Colonial Beach remain a vibrant waterfront community. Their commitment strengthens our shared goal of creating a place where people can live, work, and enjoy all that our town has to offer.
As always, I encourage residents to stay engaged, attend meetings, and share feedback. Your input helps guide decisions and ensures we continue moving forward together.

| Dear Residents of Colonial Beach,
As we move into spring, the Town begins preparing for the busy months ahead. With warmer weather, increased tourism, and greater use of our beach and public spaces, Town staff will be working diligently to ensure our community is clean, welcoming, and ready to be enjoyed by everyone.
In the coming weeks, you will see crews focused on beautification efforts, maintenance of public areas, and overall readiness throughout Town. These efforts are essential as we welcome visitors and work to ensure they have a positive and meaningful experience that encourages them to stay longer, shop locally, dine at our restaurants, and share their experiences with friends and family. Creating this kind of experience helps inspire future visits and supports our local economy.
Residents and business owners also play an important role in preparing our community for the months ahead. Taking time to clean up waste, clear gutters, remove discarded items, tidy yards or storefronts, or add a fresh coat of paint helps enhance the overall look and feel of Town. These shared efforts contribute to a welcoming community that residents are proud of and that visitors remember fondly.

Business license renewals will be mailed in March, application and payment is due May 1st Golf cart decals will be available to purchase mid-March, due on the vehicle by April 30th Semi-annual Real Estate tax is due on June 5th
If you have questions or need help with payment options, we are here for you. If you are experiencing financial difficulties, please contact the Finance Department to arrange payment options 804-224-7183. Make your payments in person or by mail at 315 Douglas Ave., Colonial Beach, VA 22443, OR Pay online at our payment portal. Debit and credit card payments have a 2.95% convenience fee.

If you have tried to reach the Finance Department by phone, please note that we are a small team. At times, staff may be assisting walk-in customers or helping other residents by phone. We do return all messages as quickly as possible, so please be sure to leave a detailed voicemail to help us provide the assistance you need.
Sign up for E-BILL by sending your name, property address, and a valid email address to: BILLING@COLONIALBEACHVA.GOV. Be sure to include the word “E-BILL” in the subject line. Please allow at least one billing cycle for processing. If you sign up for E-BILL, no paper bill will be mailed!

| PUBLIC SERVICE ANNOUNCEMENT
DELINQUENT PERSONAL PROPERTY TAX COLLECTIONS
The Town of Colonial Beach has partnered with Taxing Authority Consulting Services, P.C. (TACS) to assist in the collection of delinquent Personal Property taxes.
Pursuant to §58.1-3958 of the Code of Virginia, localities may impose fees to cover administrative costs and reasonable attorney’s or collection agency fees. These fees may not exceed 20% of the taxes due and are in addition to all penalties and interest.
Beginning January 1, 2026, all delinquent Personal Property tax accounts will be referred to TACS for collection. Once an account is transferred, a 20% collection fee will be added to the total amount due, as authorized by state law.
To avoid additional fees or collection actions, taxpayers are encouraged to pay any delinquent balances with the Finance Department before accounts are transferred to TACS.

| Yard Debris Pick-up begins again the first week in March, 2026 on YOUR trash day! (Only bagged or bundled yard debris picked up.) Please separate yard debris from your normal trash. Large paper bags are preferred over plastic. Maximum Length: 4 feet long. Maximum Weight: UNDER 40 lbs.

It’s Officially Growing Season! If you cut down a tree that is six (6) inches or more in diameter, you must obtain a Woodlot Management (Tree) Permit. The tree must be dead or dying and it will need to be replaced within six months with two or three replacements depending on the location. If you have taken a tree down in the last six (6) months, it is now time to replant!
Please remember to send photos of your replacement trees to JSawdy@colonialbeachva.gov or drop them off at the Planning & Community Development office, so that we can verify permit conformance. Contact the Planning and Community Development office for more information.
Short-Term Rental (STR) Properties
Short-term rental properties require a business license and a zoning permit. If you have a paid 2025 STR permit, please ensure that you have also paid for a business license.
Permits run from May 1st through April 30th of each year. Letters for the 2026 season will be going out soon to current STR permit holders.

| The Colonial Beach Department of Planning & Community Development has the responsibility of guiding and facilitating the Town’s long and short-term development. This includes working with all stakeholders to develop the long-term comprehensive plan by making recommendations to efficiently and effectively guide future development for the benefit of present and future residents of the Town.

“When I called the non-emergency dispatch at Public Works over the lack of water pressure in my home, I was relieved and happy to speak with a live person. Within minutes, Rick was dispatched and arrived at my house. Rick was very personable and informative. Shortly after, Dave Knapp, also from Public Works, called me. Even with it being a holiday weekend, Dave made it clear that he was concerned and quite willing to come immediately to dig to the water line and solve the problem. Instead, we agreed he would come Tuesday. Workers were out first thing. That very morning Dave informed me of the cause of the problem and that water pressure was restored. Dave kept in good communication with me, and his service was prompt, caring, and efficient. Thank you, Public Works!”

| Economic Development News
The Colonial Beach Tourism Committee, working under the Town's Economic Development Department, is collaborating with the Westmoreland County Department of Economic Development and Tourism to celebrate the 250th anniversary of our nation. Several initiatives are underway to enhance our visitor destinations and support our local visitor economy, including the Westmoreland County Heritage Passport. You can learn more about it here. As the lead communication team member for the Town, providing and disseminating accurate and timely information in a courteous fashion is the number one goal.

| 2026 Senior & Disabled Discount Applications Now Available
To help seniors and residents with disabilities continue living comfortably in our community, the Town of Colonial Beach is now accepting Senior & Disabled Discount Applications for 2026.
Eligible homeowners may receive up to $600 off their real estate taxes and up to 30% off each water/sewer bill. To qualify, applicants must be full-time homeowners and residents of Colonial Beach, be age 65 or older or totally and permanently disabled, meet “HUD Very Low Income guidelines”, have assets under $100,000 (not including their home), and have no outstanding balance with the Town.
Applications are easy to access. Download one online or stop by Town Hall to pick up a paper copy. Town staff are always happy to help guide you through the process. If you or someone you know may qualify, this program is one more way Colonial Beach looks out for its neighbors.
